An FBI FD-302 records a December 12, 2023 witness interview alleging that supervisors and workers at a Muskegon voter-registration operation fabricated applications under production quotas.
The witness said she was hired in fall 2020 to solicit voter registrations outside businesses and that more than 100 people did the same work in the Muskegon area. She said pay depended on the number of completed registrations submitted each day.

After agents said reviewed applications appeared fabricated, the witness alleged that supervisors told employees to fill in applications when they could not collect enough and demonstrated the practice with made-up information. She also alleged that workers were told to invent Social Security numbers rather than use their own.

The witness confirmed filling portions of reviewed applications and estimated that she submitted 100 fake voter-registration applications during nearly a month of work. She also said she collected legitimate applications during that period.
