Canvassing operation and production-based pay

The witness said she was hired in fall 2020 to solicit voter registrations outside businesses and that more than 100 people did the same work in the Muskegon area. She said pay depended on the number of completed registrations submitted each day.

Alleged instructions to fabricate applications

After agents said reviewed applications appeared fabricated, the witness alleged that supervisors told employees to fill in applications when they could not collect enough and demonstrated the practice with made-up information. She also alleged that workers were told to invent Social Security numbers rather than use their own.

Witness's admission and estimate

Uncertain motive and evidentiary status

The witness said she did not know whether the operation sought to affect the election or whether participants were trying to earn money. Her statements and estimates are recorded allegations, not FBI conclusions, as the form itself expressly states.
